With latest versions of Windows the in build firewall is enough for most people. It handles inboud connections by default, but when you want to block outbound connections for a specific file you must face complicated user interface to set it up. "Firewall App Blocker" gives you nice interface to do that. You can even add command to block specific app to Windows Explorer context menu. Price: Free
