The default settings aren't very good for typical image browsing (unless you have a high quality graphics card). There's way too much interpolation and squeezing of images that don't need it. Basically, what you're left with is a very slow image viewer. But once you change a few of the options, it speeds up the program tremendously.
To optimize for speed and get 11view working faster...
Go to the View menu:
Uncheck "load progressively," "stretch with interpolation," and "squeeze with interpolation."
Then change it so that 11view "zooms large images only." This can be changed from the View menu as well, under the "fit" option. If you don't change this setting then none of the other changes will take affect. So it's important if you want to speed up the program.
Lastly go to Options, which is under Tools. Once there, uncheck the folowing: "wallpaper on the window background," "display progress indicator," and "enable dithering."
None of the options above add very much, but they require extra processing power and you can get more speed by disabling them. The dithering isn't very good, I must add. It makes even true color images look grainy. Best if that option is turned off.
Once you have fixed the ridiculous default setup, 11view is nearly as fast as more popular programs. And it has some good features like Batch Conversion, lossless jpeg transformations, and many more.
I definitely recommend this program. It works great on older hardware and runs fine under Windows Me, which I tested it on.
