I too wondered why the rating was THAT low. I did read the cons and I don't feel the compression or other formats is too big an issue. It clearly states what it can convert images to and for typical users who simply want jpeg or whatever, this works. Yes, ok, the jpg compression would help but isn't life or death. For all intents and purposes, it's a nice fast way to change image formats. I'll use Gimp for most things but if I need a quick format change, hey, this will do just fine.

Why this has a low rating is beyond me. It is an excellent program. Does batch conversion as well which is perfect for converting .bmp to .gif for importing into an animated gif creation program. Works well on my Vista OS, hopefully its rating will go up so that everyone can see how good it is.
