WinMTR traceroutes over and over to give you stats on current, average, and worst latency at each hop. Run this for a few minutes and give it an eye during any network slowdowns, and you'll be able to identify the "bad hop" giving your connection trouble. Maybe it's your local ISP gateway, maybe their connection to the Internet, maybe some Internet congestion far away? WinMTR will show you. WinMTR also fits my general experience with SnapFiles: the smaller the download the better the quality!
