No, no any other apps can be compared with Offline Explorer. It has the most powerful parsing engine, it helped me in cases when all other offline browser gave up. Plus the excellent technical support. It costs its $30 and even more!

Offline Commander is better in my opinion. Tested both of them but OC is easier to use and seems more powerful to me.
