TemplateShaker (Free Edition) offers a WYSIWYG environment to create a CSS driven web site based on 4 different layout templates that can be customized your preference. The step-by-step process allows you to pick colors and fonts for your page content, insert images, tweak the page layout and more. Once you are satisfied with the design you can preview the XHTML and CSS code and export all the necessary files into your web folder. The free version is restricted to non-commercial use and inserts a credit line into the bottom of each page.
