MarkUp Tools
annotate XPS documents
MarkUp Tools enables you to add marks, images, comments and text to any XPS document. If you have the Microsoft XPS printer installed, you can convert just about any document (including images) to XPS format by selecting the XPS printer instead of your default printer. The XPS document can then be loaded into MarkUp Tools and annotated with a variety of editing tools. You can create multiple layers, each containing different annotations, and insert comment boxes, images, arrows, freestyle drawings and more. The annotated file can be printed or saved as new XPS document.
Pros: Multiple editing layers
Cons: Cannot export to formats other than XPS; requires a 2-step process to annotate a file
