Diodia ToolbarAssembler enables you to create custom Internet Explorer toolbars complete with setup programs, that allow you to distribute the toolbar. The toolbars are created via a configuration file, that requires you to do some XML based coding and learn basic command options. You can include links, bitmaps as well as JavaScript and VBScript commands to extend the basic functionality. Once you are finished, the toolbar is compiled into an installer, ready for distribution.
Pros: Fairly easy to use, IF you are familiar with programming
Cons: Very limited features, unless you know VB and JavaScript; no GUI to design toolbar; expensive
