apply image effects 2 Pic allows you to open open two pictures and mix them, using various options. They can be faded into each other, overlayed, mixed with line themes and more. You can also apply several effects, change colors, resize images and more. Additional features include multiple Undo levels (with visuals), text overlays and more. The interface is very basic and needs some getting used to, but if you spend some time with it, you can produce decent results.

It's a nice software but I feel it's a bit behind with all the free editors that do so much and didn't hold any interest for me. It's just too old style and simple compared to most. Although in it's defense, at the time it would have been great and still is but I feel if not updated it's going to go the way of the dinosaur.
