Speakonia
Speakonia is a Text-To-Speech (TTS) program that provides an easy-to-use interface, similar to Notepad. It reads aloud any text you type into the text area, a text file or the clipboard. The reading can be paused, resumed and exported to a wave file. In addition Speakonia is able to fetch webpages through an internal http interface and read them aloud for you (buggy - reads code aloud too). You can even have your emails read to you using the "Clipboard Reading" feature.
Responding Heads
Responding Heads enables you to launch programs, commands and actions via voice commands spoken into your PC microphone. The program uses the MS Speech recognition engine and is very easy to configure. It places a small animated head on your desktop that confirms that spoken commands and adds some animation to the process (this can be turned off). Responding Heads supports program launching, e.g say `Open Mail` to run Outlook Express, as well as several system and keyboard commands, text-to-speech conversion, and even typing of pre-configured keystrokes. Responding Heads is very easy to set up, and worked well during our review.

The vOICe Learning Edition
The vOICe Learning Edition translates arbitrary video images from a regular PC camera into sounds. It is intended for the visual impaired and enables you to practically `see with your ears` by using unique sound bites to recognize items. The vOICe Learning Edition lets you hear any visual item, including photographs, drawings, signs, or pictograms. Every visual shape generates a unique sound, and program lets you hear the visual perspective, doorways, buildings, trees, furniture and so on. Even color identification is included, using human speech to turn The vOICe system into a kind of "talking camera".

SayO Clock
SayO Clock is a talking digital clock that speaks the time on demand or according to a schedule (e.g on top of every hour). You can use Real Speech or Text To Speech (TTS) in which case you can optionally add a custom phrase to be spoken before the time is announced. Handy program but limited in usability since it cannot run in the system tray.
